Exciting Developments in Clinton as $1.8 Million Renovation for DSS Takes Shape

Exciting Developments in Clinton: New Changes on the Horizon!

Clinton, a small city with a big heart, is buzzing with activity as exciting developments are set to take shape. Just this past week, the Laurens County Council approved a $1.8 Million contract for renovations to the Clinton city hall. What’s the reason behind these renovations, you ask? It’s all to welcome the South Carolina Department of Social Services (DSS) into their new home!

A New Home for DSS

In a special meeting held on November 21, the Council unanimously voted (5-0) to move forward with the project. This has been a significant decision for the county as it is required to provide a suitable location for the DSS. Previously, the DSS was located in the Professional Park, but that building has been facing some serious water-related issues. In fact, the state’s Department of Health & Environmental Control (DHEC) has already relocated due to similar issues.

The renovations will transform the MS Bailey Municipal Building on North Broad Street in Clinton into a fully functional office space for DSS. Currently, there’s some vacant space in this building because the School District 56 has recently moved to a dedicated building nearby. Additionally, city police operations have temporarily settled in the municipal building while the police and fire headquarters undergo significant renovations.

Funding for the Renovations

The good news continues as the State will contribute $1.5 Million towards the renovation costs of the new DSS location. The Laurens County Council is in talks with the City of Clinton to figure out how to cover the remaining costs. Options on the table include the county potentially front-loading some funds, while the city might reduce its lease payments for a number of years.

Benefits for the Community

City officials in Clinton are thrilled about having DSS join their uptown area, expecting that it will bring in more foot traffic for local businesses and restaurants. Plus, for residents who rely on the DSS, the new location should not impact their travel habits too much. The Professional Park, where the DSS office currently sits, is located between Laurens and Clinton, while the new MS Bailey Municipal Building is conveniently situated right in the heart of Clinton.

Other Exciting Projects on the Horizon

  • Project Ponderosa: A whopping $55 Million solar farm set to occupy 543.7 acres at 330 Holly Grove Church Road in Laurens. This project mandates a $2.5 Million investment over five years.
  • Project Portland: A $22 Million low emissions concrete crushing and recycling facility planned for 5377 Frontage Road in Gray Court. This project also comes with the $2.5 Million investment stipulation.

The council also discussed a new fireworks-specific ordinance, which aims to give the Sheriff’s Office more authority in managing neighbor disputes related to fireworks. However, the final reading of this ordinance has been delayed for further review by the public safety committee.

Looking Ahead

Mashburn Construction Co., the contractor based in Columbia, is handling this project along with their ongoing work on the historic courthouse in downtown Laurens. Thanks to funds from the Capital Projects Sales Tax and county bonds, both the interior and exterior of these important community spaces are being revitalized.

As we wrap up the year, the next Laurens County Council meeting will take place on January 13 at 6 p.m. at the Hillcrest Complex East in Laurens. Everyone is welcome to attend and engage with local government issues. Plus, for those unable to make it, the meetings are archived on the county’s website for later viewing.

There’s no doubt about it: Clinton is on the move, and all eyes are on these remarkable advancements that promise to uplift the community and its services.
